InsuResilience II

The InsuResilience II project strengthens climate disaster risk finance and insurance (CDRFI) systems for small and medium enterprises (SMEs) in Sri Lanka; a sector that forms the backbone of the national economy but remains highly vulnerable to climate shocks.

The initiative works to:

  • Increase SMEs’ access to affordable and gender-responsive insurance products,
  • Address gender-related barriers that limit women entrepreneurs’ financial protection
  • Advocate for policy reforms that support climate-resilient SME growth.

As part of a global initiative implemented in eight countries, the project promotes knowledge exchange and cross-learning, contributing to globally relevant approaches in inclusive climate risk financing.

Implementation

Key actions include:

  • Conducting scoping studies to understand local risks and market gaps
  • Developing local Multi-Actor Partnership (MAP) plans
  • Delivering training and technical support to SMEs and service providers
  • Facilitating access to targeted climate insurance and financial services
  • Supporting the development of a climate-resilient National SME Policy
  • Establishing CDRFI pilot products tailored for Sri Lankan SMEs
  • Developing national and regional CDRFI roadmaps for long-term policy adoption
  • This approach ensures both practical business support and system-level policy influence.

  • SME associations, cooperatives, and producer organizations
  • Local government institutions and national policymakers
  • The project strengthens business resilience, financial security, and climate adaptation at both enterprise and policy levels.
