Restoring Lost Identity and Securing Agency
When Cyclone Ditwah struck, floods destroyed homes and swept away vital documents such as National Identity Cards and birth certificates. For many vulnerable families, losing these documents also meant losing access to essential services, rights, and opportunities.
Through the CARE Austria-funded project, Restoring Livelihoods and Protection for Vulnerable and Marginalized Households Affected by Ditwah Cyclone in Mannar and Puttalam Districts, Chrysalis worked alongside local Divisional Secretariats and government departments to support 370 individuals in restoring their essential documentation.

Behind every document restored is a person able to reclaim their identity, protect what is theirs, access their rights, and take another step towards rebuilding their life with dignity. Because recovery is not only about rebuilding homes. It is also about helping people reclaim the documents, rights, and sense of security that help them overcome barriers.
