W. Lalith Sagara: Transforming Inland Fishing Livelihoods in Viharagama

The Saubhagya Inland Fish Production Society in Kottukachchiya, led by W. Lalith Sagara, faced declining fish populations that threatened the livelihoods of 42 small-scale fishermen. With government funding and support from Chrysalis, the society upgraded fish-hatching and growing facilities, added new breeding tanks, and purchased additional nets. These improvements doubled daily incomes from Rs. 4,500 to Rs. 9,000 and enabled the society to sell fingerlings to the Fisheries Department, generating an annual net profit of over Rs. 1.1 million. This initiative strengthened the society’s sustainability and reduced dependence on external aid.
